Bio – Bob Bair, Vice President, Operations
Mr. Bair serves as Vice President and is responsible for overall execution and management of WOOD’s contracts. Prior to joining WOOD, he retired from the federal government after 36 years of service. During his tenure, he supported the development and processing for the 1990 decennial census; performing IT consulting through USAID and the United Nations to national statistical offices in developing countries; and serving as a senior executive in the U.S. Department of Commerce where he oversaw the implementation of an ERP financial and administrative management system throughout the agency. Mr. Bair earned an M.S. in Information Technology from The Johns Hopkins University and a B.A. in Liberal Arts from Muhlenberg College.
Bio – Dr. Joe Spigai, Ph.D., PMP, Director, Program Management Office
Dr. Spigai serves as the Director of the Program Management Office and Senior Project Management Consultant and Trainer, and currently also serves as the Chief Management Officer. Dr. Spigai’s over-forty year career included over twenty years as a Naval Oceanographer and ten years as a Systems Engineering Manager for the (then) Martin Marietta Corporation, where he rose to the position of Technical Director of the Undersea Warfare Group of the Naval Systems Division. Dr. Spigai spent four years as a Professor of Engineering Management and Director of the Engineering Management Program UMUC Graduate School. In 1994, he formed his own consulting company, Spigai Associates, Inc., specializing in Project Management Consulting and Training. After eleven years of successful practice, he sold his company in 2005, joining the WOOD team shortly thereafter. Dr. Spigai holds a doctorate in Oceanography and is currently a member of five scientific and technical professional societies. Dr. Spigai earned his Ph.D. in Oceanography from Oregon State University, an M.S. in Geology and Geophysics from the University of Tennessee, and a B.S. in Geology from the City College of New York.
Bio – Daniel Alanis, Manager, Talent Acquisition Department
Mr. Alanis leads WOOD’s Talent Acquisition Department providing staffing support for numerous government contracts across the Intelligence Community, Departments of Defense, Transportation, and Treasury as well as state and local government. Prior to joining WOOD, he worked as a consultant for a leading defense contractor. He was responsible for providing recruiting strategies and efforts for technically specialized, high priority requirements in the areas of anti-tamper, signal processing, modeling and simulation, and system architecture. Mr. Alanis holds an M.B.A. degree in Global Management from the University of Phoenix and a B.A. in Education from the University of Arizona.
Bio – Tim Killebrew, Director, Business Development
Mr. Killebrew serves as the Director of Business Development. In this role, he leads the Business Development Team as well as being the lead Customer Consultant to the Intelligence Community. He has over 18 years experience in operations research and management, team leadership, market research and analysis, and business development gained in both the Federal and Civil sectors. A retired Air Force Officer, he served as a KC/EC-135 Instructor Navigator, Services Squadron Commander, and a MAJCOM Chief of Pacific Conventional Exercises, before completing his career as the Deputy Chief of Customer Requirements at the Defense Mapping Agency, the predecessor to the National Geospatial Intelligence Agency (NGA). Mr. Killebrew received his B.S. in Marketing from Indiana University and his M.S. in Systems Management from the University of Southern California.
Bio – Herb Smith, Business Development Consultant
Mr. Smith serves as Business Development Consultant bringing over 20 years of domestic and international success in business development, sales/sales management, and marketing to the WOOD team. At WOOD, he manages WOOD’s Department of Transportation, FAA, Health and Human Services and Social Security Administration customer relationships. His industry experience includes government, telecommunications, healthcare and non-profit industry sectors. His business development and sales success is quite broad and includes IT Professional Services, networking, outsourcing, telecommunications, business intelligence, marketing research and demographic data analysis. Mr. Smith also served as a Senior Marketing Executive with the Maryland Department of Business and Economic Development and is a US Army veteran. His academic background includes a B.S. in Chemistry from Florida A&M University and a M.S. in Systems Management & Information Technology from Notre Dame de Namur University.
Bio – Greg Gramby, Business Development Consultant
Mr. Gramby serves as a Business Development Consultant managing the U.S. Treasury TIPSS 4 program, and is pursuing new business opportunities within the Department of Homeland Security, Veteran’s Affairs Administration, and the Department of Housing and Urban Development. Mr. Gramby is a seasoned Business Development Consultant with 25 years of federal, state and local government experience, including managing large scale government and commercial projects for several small businesses that provided IT solutions to the federal government. His academic and professional background includes a M.B.A. degree from Anna Maria University and a B.A. degree from Rutgers University and is an ITIL V3 Foundation Professional. |
